U.S. Transportation Secretary LaHood Awards $186 Million to Illinois to Expand High-Speed Rail in the Midwest

U.S. Transportation Secretary Ray LaHood today awarded more than $186 million to the Illinois Department of Transportation (IDOT) for a high-speed rail project that will reduce travel times and put Americans back to work this spring.

“The Great Lakes-Midwest economic region is the world’s fifth largest economy by Gross Domestic Product, and nearly 100 million people live within 500 miles of each other,” said Secretary LaHood. “The Department of Transportation’s investment of more than $1 billion in the region’s high-speed rail service will reduce trip times and save travelers money, resulting in reduced congestion for the region and making the Midwest a better place to start a business and create jobs.”

The project will extend construction of the corridor north to Joliet, allowing for 110-mph service along nearly 70 percent of the route.  Construction is already underway on the Chicago – St. Louis corridor, and work on the extension to Joliet will begin this spring. Once construction is complete, travelers can expect reductions of more than an hour in trip time, with improved on-time performance as well. Ridership has grown 137 percent over the last five years.  The state has plans to add more frequent trips, and further reduce trip times on this popular route in the future.

The corridor will also benefit from next-generation American-made trains, funded as part of a previously announced $782 million grant that will pump new life into domestic manufacturing. States will purchase 33 quick-acceleration locomotives and 120 bi-level passenger cars to operate in Illinois, Indiana, Michigan, Iowa, Missouri, California, Washington and Oregon.

Illinois is among thirty-two states throughout the U.S. and the District of Columbia that are laying the foundation for high-speed rail corridors that will link Americans with faster and more energy-efficient travel options.  To date, the U.S. Department of Transportation has invested $10.1 billion to put American communities on track towards new and expanded rail access and improved reliability, speed and frequency of existing service.

Amtrak Fare Sale Warms Up Winter

Amtrak travel is always a good deal, but for wallets and pocketbooks emptied by holiday spending, Amtrak is offering an even greater deal with discounts of 20 percent for trips in Illinois, Michigan and Missouri through this winter and early spring.
Discounts are available on Amtrak routes between Chicago and downstate Illinois, including on Lincoln Service, Illinois Zephyr/Carl Sandburg and Illini/Saluki. In addition, savings are available on Wolverine Service, Blue Water and Pere Marquette routes between Chicago and Michigan and on the Missouri River Runner between Kansas City and St. Louis.

Agreement in Place for Construction of Chicago-Moline Passenger Rail Route, Creating 2,000 Jobs

CHICAGO – The Illinois Department of Transportation (IDOT) today announced that a cooperative agreement has been finalized with the Federal Railroad Administration (FRA) and host railroads to begin construction of the Chicago-Moline passenger rail corridor. The project is expected to create nearly 2,000 jobs.

“We are very excited that we now have an agreement in place so construction can begin on this important passenger service extension connecting Chicago and the Quad Cities,” said Illinois Transportation Secretary Ann Schneider. “Governor Quinn’s guidance and leadership on this issue has helped us ensure that service will begin on the corridor between Chicago and Moline in 2014.”

The cooperative agreement with the FRA allows the obligation of $177 million in federal funds towards corridor construction. The state is matching the federal funds with $45 million from Governor Quinn’s Illinois Jobs Now! capital program.

“Expanding passenger rail creates jobs, promotes economic development and provides people an alternative to the automobile by connecting the great cities throughout our state,” Governor Quinn said. “This agreement announced today is another important step to linking the Quad Cities area to Chicago and the global economy through new passenger service.”

“Almost five years ago we began a study of this route that reaffirmed what most in the region already knew: Expanding access into the Quad Cities makes economic sense,” said U.S. Sen. Dick Durbin. “That we are able to make this idea one step closer to reality today is a testament to the ability of Quad City officials, businesses and the public to unite behind a strong agenda to create jobs and boost economic development.”

The cooperative agreement on construction of the Chicago-to-Moline passenger service includes sub-agreements on service outcome arrangements with the host railroads, Burlington Northern and Santa Fe (BNSF) Railroad from Chicago to Wyanet and Iowa Interstate Railroad from Wyanet to Moline. The service outcome agreement sets forth how the corridor will be operated and provides for reliability standards.

“The Illinois Department of Transportation’s announcement of a cooperative agreement with the Federal Rail Administration is a huge step forward to bring passenger rail to the Quad Cities,” said Moline Mayor Don Welvaert. “The Quad Cities Rail Initiative is a perfect example of how city, state and federal agencies work together to make great transportation and economic development projects happen.”

Union Pacific Railroad Track Improvement Project from Joliet to Dwight in Will, Grundy, and Livingston Counties, Illinois

The Union Pacific Railroad (UPRR) Track Improvement Project lies along a section of the UPRR track between Joliet and Dwight, Illinois and extends 36 miles across Will County, Grundy County and northeastern Livingston County. It passes through or near the Illinois communities of Joliet, Elwood, Wilmington, Braidwood, Godley, Braceville, Gardner, and Dwight.

The actions proposed by Illinois DOT (Project) includes the following components: 1) track upgrades from mileposts (MP) in Joliet (MP 36.7) to Dwight (MP 72.8) to allow 110-mph trains where safe and practical, 2) a new second mainline track along the UPRR from Joliet (MP 36.7) to Elwood (MP 44.69), and 3) a freight siding between MP 55.0 to MP 57.13. Since the completion of the Environmental Assessment (EA), the proposed project has been revised to include the acquisition of additional right-of-way for the second mainline track and improvements to the existing siding in Dwight. It is anticipated that the Project will be funded through the Federal Railroad Administration’s (FRA) High-Speed and Intercity Passenger Rail Program (HSIPR), the state of Illinois and UPRR.

In cooperation with the FRA, IDOT prepared an EA for the Project in compliance with the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. § 4321 et seq. and the FRAs Procedures for Considering Environmental Impacts (64 FR 28545). On November 16, 2011, based on the information presented in the EA, the FRA Administrator signed a Finding of No Significant Impact (FONSI). As a result, all Federal environmental requirements have been satisfied for this project.

U.S. Transportation Secretary LaHood Awards $150 Million to Michigan to Expand High-Speed Rail in the Midwest

U.S. Transportation Secretary Ray LaHood today awarded $150 million to the Michigan Department of Transportation (MDOT) for a high-speed rail project that will increase the safety and reliability of Amtrak’s Wolverine and Blue Water services between Detroit and Chicago and put more than 800 Americans back to work this spring.

“With America’s population set to grow by 100 million over the next 40 years, high-speed rail will play a vital role in meeting America’s long-term transportation challenges,” said Secretary LaHood. “Projects like this will employ local workers, use American-made materials and lay a strong foundation for future economic growth.”

The grant will enable MDOT to acquire ownership over much of the Chicago-Detroit/Pontiac High Speed Rail Corridor within the State of Michigan and pave the way for them to begin a track and signal improvement project between Detroit and Kalamazoo, MI, in the spring of 2012. These improvements will allow for speeds up to 110 mph on 77 percent of Amtrak’s Wolverine and Blue Water services between Detroit and Chicago, resulting in a 30 minute reduction in travel times between those destinations. Previously announced FRA investments in the line include new continuously welded rail and ties, fiber optic lines and infrastructure to support a positive train control system, rebuilding 180 highway-rail grade crossings and gates and flashers at 65 private highway-rail grade crossings.

The corridor will also benefit from next-generation American-made trains, funded as part of a previously announced $782 million grant that will pump new life into domestic manufacturing. States will purchase 33 quick-acceleration locomotives and 120 bi-level passenger cars to operate in Illinois, Indiana, Michigan, Iowa, Missouri, California, Washington and Oregon.

Chicago Amtrak Trains ‘Super-sized’ for Holidays

Unique ‘Great Dome’ car adds seats and scenic views on selected dates
CHICAGO – Amtrak is operating all available railcars and locomotives on trains to and from the Chicago area in advance of the Thanksgiving holiday travel season. Fresh from fall colors trips to and from the East Coast, starting today the historic Amtrak “Great Dome” rail car will provide a unique opportunity to experience city and prairie views to and from Chicago as it adds extra seating capacity to super-size the busy trains.
The dome car features an upper level with windows on all sides – as well as overhead – to provide passengers with panoramic views. The dome section runs the full length of the car, a rare feature even when dome cars were more numerous on the nation’s railroads.
The dome car is scheduled to operate on the following Lincoln Service, Carl Sandburg/Illinois Zephyr, Wolverine Service and Illini/Saluki routes to and from St. Louis, Quincy, Detroit/Pontiac and Carbondale on the following dates: Trains 301 & 304 on Nov. 17, Nov. 19 and Nov. 25, Trains 303 & 306 on Nov. 18 and Nov. 26, Trains 381 & 382 on Nov. 21, Train 305 on Nov. 22, Trains 300 & 352 on Nov. 23, Train 351 on Nov. 24, Train 393 on Nov. 27 and Train 390 on Nov. 28.
Seats in the dome car are not reserved and are available on a first-come, first-served basis. Food service will be available in the dome car on Nov. 23, 24 and 26.
The heaviest single travel day of the year for Amtrak is the Wednesday before Thanksgiving which set a record last year of 134,230 passengers for the day. Amtrak also set a record last year by transporting 704,446 passengers for the holiday week. Amtrak anticipates similarly strong ridership for this year’s Thanksgiving travel.
From Nov. 23 to 25, passengers traveling on Amtrak long-distance trains will be offered a menu item of a traditional Thanksgiving meal featuring a fully-cooked turkey breast with gravy, stuffing, cranberry sauce and side accompaniments. Pumpkin pie with whipped cream and maple walnuts will be offered as a dessert option.
Amtrak is working to make the holiday travel experience as pleasant as possible and encourages passengers to consider the holiday travel tips listed to the right to help ensure a smooth trip.
About the “Great Dome” Car
The only remaining dome car in Amtrak service, car number 10031, is a Great Dome car previously used on the Chicago-Seattle Empire Builder when the train was operated by the Great Northern Railway and the Chicago Burlington & Quincy Railroad (later the Burlington Northern Railroad). It was built in 1955 by the Budd Company
for the Great Northern and carried the name “Ocean View,” car number 1391. It was conveyed to Amtrak in 1971, with this car first being given the number 9361. It was renovated in 1985, renumbered 9300, and used in daily service on the Amtrak Auto Train to and from the Washington, D.C., and Orlando, Fla., areas through 1994. It was further refurbished in 1999, renumbered to 10031. This year, the “Ocean View” has been freshly re-painted in honor of Amtrak’s 40th Anniversary in the Amtrak Phase III paint scheme and wears stripes comprised of equal red, white and blue stripes, symbolic of Amtrak being America’s Railroad®.

MDOT issues Request for Proposal for the Chicago-Detroit Rail Corridor Investment Plan

The 304-mile rail corridor is a federally designated high-speed rail corridor.

The Michigan Department of Transportation (MDOT), in partnership with the Illinois Department of Transportation, Indiana Department of Transportation, and Norfolk Southern Railway, has issued a Request for Proposal (RFP) for services of a qualified and experienced transportation (planning, environmental and engineering services) consultant or consultant team to complete a Service Development Plan and a Federal Railroad Administration (FRA) Tier-1 Environmental Impact Statement for the Chicago, Ill. — Detroit/Pontiac, Mich., Rail Corridor.

The FRA issued a Notice of Funding Availability on April 1, 2010, for the High-Speed Intercity Passenger Rail Program in the Federal Register.  In response, MDOT submitted an application, which was selected by the U.S. Department of Transportation to receive funding to develop a Passenger Rail Corridor Investment Plan.

The 304-mile corridor between Chicago and Detroit/Pontiac is part of the Chicago Hub Network and is a federally designated High-Speed Rail Corridor. The existing corridor is also one of several major branches in the hub-and-spoke passenger rail system centered in Chicago, part of the Midwest Regional Rail Initiative.

In Chicago, construction started last month on the Englewood Flyover, a $133 million project to eliminate one of the Midwest’s worst rail bottlenecks and reduce delays for passenger service. The project, made possible by $126 million in federal funding and $6.6 million in matching state funds, also will make preparations for additional tracks for expanded 110 mph service from Chicago to Detroit, Cleveland and the East Coast.

The deadline for individual firms or teams to submit responses to the RFP is Dec. 12, 2011.

New service provides Amtrak access to Green Bay, Madison, and Wausau, Wisconsin

Thruway bus connections will provide service to and from Columbus and Portage stations in Wisconsin
CHICAGO – Amtrak passengers have more destination options with the addition of Thruway Bus connections to two Empire Builder stations, providing access to the Green Bay, Madison and Wausau, Wisc., areas.
The new Amtrak Thruway Bus connection provides service to the Columbus (Madison) and Portage Amtrak stations. The Columbus, Wisc., connection will provide service to and from Madison, Beaver Dam, Waupun, Fond du Lac, Oshkosh, Appleton and Green Bay. The Portage connection will provide service to and from Westfield, Stevens Point, Mosinee and Wausau.
This service is provided in partnership with the State of Wisconsin by Lamers Connect, and can be booked via Amtrak.com, 800-USA-RAIL or the new iPhone app.
The Empire Builder operates daily between Chicago and Seattle/Portland via Spokane, Wash., St. Paul and Milwaukee.

U.S. Transportation Secretary LaHood and Illinois Officials Break Ground on Chicago High-Speed Rail Project

Project Will Reduce Delays and Create Nearly 1,500 Jobs

CHICAGO – U.S. Transportation Secretary Ray LaHood today helped break ground on the “Englewood Flyover” project, a critical component to the Chicago hub of the Midwest high-speed rail network. The construction project will build a bridge to separate traffic along two railroads, allowing 130 trains per day to move more quickly through one of the worst bottlenecks in North America. The investment will improve on-time performance of passenger trains, reduce freight congestion and create nearly 1,500 jobs.

Secretary LaHood was joined by Illinois Governor Pat Quinn, U.S. Senator Dick Durbin, U.S. Congressmen Bobby Rush and Dan Lipinski, Chicago Mayor Rahm Emanuel and other state and local elected officials, as well as business, labor and civic leaders.

“Projects like this one are exactly why President Obama has made transportation such a big part of the American Jobs Act,” said Secretary LaHood. “We have workers on site today, American factories producing new supplies, and when the project is completed, people and goods will move more quickly and easily through the Midwest, making the region a better place to start a business or hire new workers.”

The $133 million construction project is funded through a $126 million grant from the U.S. Department of Transportation’s high-speed intercity passenger rail program, with a $6.6 million contribution from Governor Quinn’s Illinois Jobs Now! Construction program. This marks the start of the second major construction project in the Midwest, as work is also under way on the Chicago-St. Louis High-Speed Rail Corridor. Workers will build a bridge to carry 78 daily North-South Metra Rock Island commuter trains and approximately 60 East-West intercity passenger and freight trains that operate on the Norfolk Southern corridor. The new bridge will allow all trains to pass through without conflict and is designed to allow for additional tracks to be added to both corridors to accommodate future growth.

“The Englewood Flyover will make life easier for tens of thousands of commuters every day and put people to work immediately,” Governor Pat Quinn said. “This vital project will eliminate a problem spot and set the stage for future passenger rail growth while boosting Illinois’ position at the economic engine of the Midwest.”

“Nearly two years ago, many of us gathered here to announce $133 million in funding – including $126 million through the American Recovery and Reinvestment Act – to begin rebuilding the rail system right here on the South Side of Chicago. When the Englewood Flyover project is complete, freight and passenger train will move more efficiently, saving time and money. But, more importantly, as a result of this federal funding, the hard hit construction industry in the Chicago metro area will see 1,500 jobs – good-paying jobs that can’t be outsourced. If we are going to continue growing our economy, we need more projects like this one, not fewer, which is why the American Jobs Act is so important,” Senator Dick Durbin said.

“The potential construction jobs and contracts from The Flyover arrive right on time for residents and business owners in the First Congressional District,” said Congressman Bobby Rush. “For years people living and working in this neighborhood have endured the smoke and noise from idling trains in their community. I am working hard to make sure that women and minorities have every opportunity to work and obtain contracts and to participate as we lay the groundwork for high speed rail that will carry our community, city, nation and economy forward.”

“Every day, nearly 1,300 trains pass through Chicago-making it one of the busiest rail hubs in the United States,” said Chicago Mayor Rahm Emanuel. “CREATE will invest in critically needed improvements to increase the efficiency of passenger and freight rail infrastructure, enhance the quality of life for residents and ensure Chicago remains a competitive destination for travel and trade.”

“There aren’t many projects that deliver this kind of bang for the buck,” Congressman Dan Lipinski said. “As a linchpin of the CREATE rail modernization project, it’s critical to modernizing our aging rail system, preserving our status as America’s transportation hub, and boosting long-term job creation in northeastern Illinois. Having obtained the initial $100 million for CREATE back in 2005, I’m very glad we’re finally breaking ground.”

Since the 1990s, Midwestern states have planned an intercity passenger train network that connects the 40 largest cities in the Midwest with over 60 roundtrips from downtown Chicago each day. The Englewood project will benefit passengers traveling along an improved corridor from Detroit, which has been awarded several grants for construction projects to increase speeds to 110 mph. Travelers from Cleveland, Indianapolis and Cincinnati will also see fewer delays thanks to the new bridge. The project is part of the Chicago Region Environmental and Transportation Efficiency Program (CREATE), a public-private partnership between the state, city and railroads aimed at untangling Chicago’s infamously snarled railroads where conflicts cause delays across all modes of travel.

A strict “Buy America” requirement ensures U.S. manufacturers and workers receive the maximum economic benefits from this federal investment. The project will boost domestic manufacturing of railway supplies. According to Railway Supply Institute, Illinois railway suppliers account for over $4.5 billion in sales each year, more than any other state in the nation. U.S. DOT previously announced a $782 million investment for a fleet of next-generation American-made trains to operate across the Midwest and in California.

U.S.  Transportation Secretary Ray LaHood today awarded a $196.5 million grant to the Michigan Department of Transportation (MDOT) for track and signal improvements between Detroit and Kalamazoo, MI.  These improvements will allow for speeds up to 110 mph on 77 percent of Amtrak’s Wolverine and Blue Water services between Detroit and Chicago, resulting in a 30 minute reduction in travel time between those destinations.

“This is an important investment that will reduce travel time, improve reliability and on-time performance, and attract more passengers,” said Secretary LaHood. “We are creating jobs in Michigan, building our rails with American-made materials and growing the regional economy.”

Dollars for this 135 mile segment between Detroit and Kalamazoo will support preliminary engineering, final design and construction.  The project includes new, continuously welded rail and ties, fiber optic lines and infrastructure to support a positive train control system, rebuilding 180 highway-rail grade crossings, and gates and flashers at 65 private highway-rail grade crossings.  The project will create approximately 800 new jobs during the construction phase, which is expected to begin late spring 2012, and will facilitate service to current and future freight rail customers, including major shippers like Ford Motor Company.

“Investing in rail service will spark economic development in communities along a corridor linking Detroit and Chicago, two vital Midwest cities,” said Governor Rick Snyder. “A faster, reliable passenger rail system is a priority for younger generations and vital to Michigan’s ability to compete globally as businesses look to locate or expand. The rail improvements will also hasten the transport of freight, a priority for Ford Motor Company and other Michigan businesses along the route.”

“This funding will help move Michigan and the nation forward by making high-speed rail a part of our economic infrastructure,” said Senator Carl Levin. “Our economic competitors around the world have long enjoyed the benefits of high-speed rail service between their cities. They have demonstrated that high-speed service can create jobs and promote economic growth, and that it can provide a more energy-efficient alternative.”
“Construction of new high-speed lines will create jobs and generate more business activity in Michigan,” Senator Debbie Stabenow said. “This effort will not only boost our economy, it will provide residents with more transportation options. With gas prices as high as they are it is critically important that travelers have more choices in addition to driving.”
“The obligation of Michigan’s rail funding is a critical step forward for high-speed rail service from Detroit to Chicago,” said Congressman John Dingell.  “As a co-author of legislation that created one of the first high-speed rail assistance programs in the country, I believe rail is essential to maintaining and improving the economic competitiveness of the United States.  The development of rail and transit creates immediate and needed construction jobs, retains and recruits local businesses, and reduces our Nation’s dependence on foreign oil.  I thank Secretary LaHood, FRA and the Michigan Department of Transportation for their hard work on this project.”

In addition, MDOT is designated to receive $150 million DOT grant later this year to purchase this 135 mile segment of track, when grant conditions are met.  This will allow for the implementation of 110 mph service along the corridor that will bring improved passenger service, ensure capacity for freight operations through double tracking on the busiest freight segment and deliver long-term economic benefits to the State of Michigan.

The Wolverine and Blue Water routes are part of the Midwest rail network, which has a population base of about 29 million people 100-500 miles from one another.   Midwestern states have been working cooperatively together to plan and further develop an integrated, multi-state passenger rail network.   In addition to the goal of expanding service to new cities, trains in the system will travel at 110 mph on the primary routes and 90 mph on secondary lines, reducing travel time, and increasing reliability and on-time performance.
